I have a few small quips: The innovation could be made stronger by reiterating why being inside the epineurium and outside the perineurium is advantageous instead of just implying that being different is automatically better.

You should mention the wire material which is novel. Many groups have used biocompatible materials with specific mechanical properties, how come this wire is better than one they use in something like a LIFE electrode?

I don't fully understand how the insertion force measurements fit into the novelty of your recording work?

In your last paragraph you state, "For rehabilitation, this reliable, selective interface will enable a control system of an FES device to stimulate several muscles independently, and in a fashion corresponding to the desires of the patient"--> I think you should focus more on the novelty of recording with this electrode. Your specific aims deal specifically with recording electrodes so I would be wary of mentioning stimulation as innovation from the grant.

Other than those small comments, it looks good.
